We don't need to split the legislation until after it passes. The threshold of passage is the highest minimum required between the two components, so 2/3rds basically.


As I linked previously, we did the same thing in response to the Pacific, passing a bill redirecting any delegated legislative authority back to the region using an initiative process and also passing two amendments that then went to the regions for ratification at the same time.

Cincy you cannot run them simultaneously because they overlap and contradict where they do.

The amendment can be declared passed in about two hours and a final vote open unless someone starts talking before then about the bill itself, then UC will be necessary. Tongue

Just so everyone is clear, including myself on this (Wink). Tongue

The way this works is normal procedures for a final vote, save for requiring seven votes to pass the whole thing. Once 7 ayes or 4 nays is achieved, 24 hours can be called on vote changes.

If passed, the legislative portion goes to the President and the Amendment to the Regions.
