I see two proposals from Griffin, and one from Talleyrand.  I assume Tyrion is sponsoring Griffins most recent proposal, in which case, I need clarity, as well as sponsor feedback.

Vote on Final Passage of The Proportional Representation Act Fix of 2014  :

Aye [8]: DC, Tyrion, Lumine, Griffin, Goldwater, Yankee, TNF, and bore
Nay (0):
Abstain (0):

Didn't Vote (2): Alfred, and shua

Having eight votes in the affirmative, and none in opposition, this legislation is passed and sent to the President for Executive Decision.  Additionally, with eight votes in the affirmative, the constitutional provision passed and is sent to the regions.
