To be fair, Carter had both houses of Congress.
The budgets Reagan submitted to Congress were larger than the ones he submitted, so if anything, congressional Democrats kept his spending in check

Anyone who isn't a total hack knows that Reagan wasn't the slightest bit fiscally conservative. The national debt quadrupled under his Presidency. If you want an example of an actual fiscal conservative, look at his gubernatorial successor.

Reagan had the Senate for all but the last two years. As for the House, he basically did have it in the form of a Republican+ConservaDem coalition.

To add to that, Carter didn't really have Congress. The congressional Democrats basically hated Carter and worked to undermine him from day one, ending in the Kennedy primary challenge.

Rand Paul should stop trying to make himself the GOP leader, it's not going to happen. He ought to just resign himself to professional congressional dissenter for life like his dad. Sell some books, make some speeches, earn some $$$.
