Japan is wary of a bad peace that leaves Russia able to repeat the tragic attack that led to the start of this war. We demand that Russia assume responsibility for the beginning of the war, an end to Russian support to the Filipino rebels, a recognition of Korea as firmly within Japan's sphere of influence, and the concession of Karafuto to Japan.

The Ottoman Empire understands and supports Japan's need for security after the recent events, given what has happened to us too not so long ago.

We would like to emphasize that support for the Filipino rebels is the same act of agression as direct attack.

The Ottoman Empire is interested in fair peace. I want to make it clear we do not look for any other gains for ourselves during this conference.

While not directly related to the Eastern War, I think I should raise this matter, because we still may become a part of this conflict, should the talks fail.

We have welcomed the establishment of independent Armenia as a buffer between Russia and us. But we are worried it can become a base for a military attack, given Russia's dominance here.

We would like to see Armenia as a demilitarized state (monitored by neutral parts, named by the two capitals) in interest of security of both Russia and the Ottoman Empire.

The USA envoy has been sent to assure that all of our allies' goals are met

We particularly care about Russian demilitarization on both its borders

First of all, we thank the Kingdom of Italy for hosting these conferences which will hopefully bring about peace between the three major warring powers. These are our key points:

  • The proposals of the Japanese and Germans delegation are ludicrous and would leave our people humiliated and our nation fully impotent against foreign attack. We refuse to allow Japan to grab our entire Pacific coast or German armies roll 150 miles deep into Russia while being bound not to respond.
  • The Armenian issue is one I wish to resolve separately, though we will remind the Turkish government that Amenia's status as a Russian ally comes from the fact that we liberated the Armenians from you. Armenia is a country with several million people which recently gained independence from a hostile power, and asking it to not have a military is, in our view, unfair.
  • Our proposals are, in our view, much more modest compared to the insane demands of the German and Japanese delegations. We will not even deal with war responsibility; instead, Japan will merely have to pay compensation to the widows of the Russian sailors killed in the initial firefight which led St. Petersburg and Tokyo to declare war and for the damage caused to the three Russian battleships. Japan will also cede its Kuril Island holdings up to the 1855 line:

  • Japan will also recognize Russian interests in Manchuria, disavow any control of Korea, and exit the Philippines to establish an independent and neutral Philippine Republic. In return, we do not ask for any demilitarization from Germany or Japan and ask nothing from Germany except its disavowal of the claim that the Russian government was behind the Krupp bombings.

Forgive me for being blunt, but these talks got no perspecives unless we all realize a basic fact. Russia has fired the first shot and no settlement is possible without real guarantees for Russia's neighbour, which are reasonably worried about future.

Russia demands for Japan to take responsibility, cede part of their territory and pay a random are quite bold, to put it mildly.

As of Armenia, we are prepeared to accept a sufficient demilitarized zone on Russian side, monitored by international observers. Given the fact it was Russia who attacked us, we reject their attempt to portray themselves as "philantropes" in this matter.

Question to France: what do you mean by "modifying" the Alsace deal?

Question to Russia: given Japan's charge that you support the Filipino rebels we must ask on record: are you responsible for supporting militants in Kurdistan?

(By the way, I'd like to point out that proposals for "100 years of peace" won't be received seriously by the public opinion. )

In the deal, France and Germany have promised not to act in aggression towards one another during the border change. France must have a secure border, so we would want to amend the agreement to demand the removal of German troops from the Alsace-Lorraine borders (France would do the same). With our nations mobilized at the border, this could escalate quickly and I want to avoid that... If Germany feels that Russia cannot be trusted on her eastern border, we feel the same about the western border given that there have already been rumblings that Germany wants to re-invade and take back the portions we purchased.

In other words, if Germany wants border security from Russia and a demilitarization to last 100 years, France wants the same from Germany.

As far as Russian responsibility, we feel that our ally acted far too hastily in declaring war on Japan, hence the reason we did not join. We want to see a fair arrangement and if Russia, our ally, must do certain things to make it right, then we feel they should, but France has an interest in both helping to protect our ally as well as protecting ourselves.

The Russian proposal is farcical. We are here voluntarily to attempt to prevent further bloodshed. Do not waste our time.

We feel the need to clarify the Chinese situation. We have in recent months been supplying arms and training to China, which is quickly becoming a strategic partner and one which we had hoped would at least logistically support us in the war against Japan, though we specifically barred them from using said arms and training against European occupiers in China unless they had been attacked first. We will attempt to collect more information on the nature of the attack while re-evaluating our relationship with the Qing Dynasty.

The USA withdraws our envoys from the conference as well

Russian actions against our British and Japanese allies have been joined by its provocations towards our Ottoman allies, attempting to justify upcoming aggression by accusing them of remilitarizing the Black Sea straits

Russia must immediately make right with our three allies and make sacrifices to show its commitment to peace or war will soon commence
