There does still need to be a change at least to section 2 since we cannot control the Regional parks through the same agency.

I meant in terms of allowing them to hold "hempfests" specifically, since the Feds would I would assume as the creators of such hold the rights to the name.

Perhaps I am mistaken about that though.
