Does the fact that almost 75% of people have already voted factor into the timeline of when the race will be called?

Well, there are still plenty of election day voters (+ same day registration voters).

I guess 200.000 to 500.000 of them.

But will the ballots that have been mailed in already be counted before polls close? If so we could get like 60% of the vote reported instantly.

75% of people haven't voted. Votes received have reached 75% of 2010 votes, but obviously turnout will be stronger given VBM. The are probably another million ballots left to be turned in/counted. See WA-Sen 2010.
