Who's responsibility is it to make sure animals are well-treated in Atlasia? Here I am asking not about ecological destruction and endangered species, or public health issues, but about protecting animals from cruelty for their own sake.
The Senate has passed legislation such as the
Animal Protection Act of 2013. Because the Constitution does not anywhere explicitly give the Senate power to protect animals from abuse, and some Senators want the regions to be involved in this issue, the Senate decided to pressure the regions to follow certain animal protection policies by calling for diminished federal funds to environmental programs in the regions if laws are not passed that met the criteria. Is this an acceptable policy? Should we have a constitutional amendment to allow the Senate to legislate for the entire nation in this area? Should this be left to the regions? Or is there another way to divide up this responsibility?
