This bill is based on a proposal of the Midwest's Archduke Arturo Belano.

Private and for-profit prisons are, simply put, flawed entities of our economy and of our justice system.  They lack market incentives to improve their operations and ensure quality, yet they have the perverse incentive of keeping more people in prison in exchange for profit.  This, sadly, has disproportionate and unfair effects on minorities.  Furthermore, prisoners are subject to constant neglect and highly unsanitary, dangerous conditions that are well below government standards.

While I have some qualms with regard to the constitutionality of taking over private entities, I feel that the duties of law enforcement and incarceration fit best under government jurisdiction.  I hereby ask the Legislature to pass this bill.

The fact is there is no sensible profit motive in Prisons that would make Private Prisons appealing.

Hi, sorry. The one question I have before I'm ready to bring this to a vote is what happens with employees at private prisons. Would they be immediately be integrated as public employees? Fired? At very least, I think they would need some kind of retraining to deal with any differences in how private and public prisons might be operated. Maybe some kind of time delay before nationalization would be appropriate?

This bill doesn't ban or close any prisons, but brings them under the control of the region.  They would be integrated as public employees should they continue working for them.

You have a point on time delay, though.  Nationalization of any entity or industry shouldn't happen overnight.
