Technically, if I wanted to play OSPR cop, this bill isn't on the floor yet. Tongue

This bill is to make sure that mothers who are incarcerated for whatever reason and their children are treated with basic human rights and dignity during the pregnancy and birth process.  The practice of shackling or restraining women during delivery interferes with the birth process and causes greater difficulty in an experience that shouldn't be made any more difficult than it is.  We also need to make sure these women have their health needs met more generally, both for themselves and their babies.

Does postpartum have a strict medical definition? It's not defined here, so I wonder if that means that any woman who has had a child at some point would qualify. Of course, that may not be the worst thing.

In any case, I support this.

Very well written bill, shua

Thanks! I had a little help from the good people of Massachusetts.

The postpartum period is usually considered to extend until anywhere from six weeks to three months, but postpartum depression can last beyond this time. There are medical indicators of the postpartum process but I don't know if there is a hard and fast definition. I suppose if there is a question on this it would be determined by a medical professional.

Alright, that's good enough for me.

I'm pretty comfortable with the bill as it stands.

I don't think there'll be any trouble with this one. How soon could we move to a final vote?

That is a bit complex since it was put into a slot that wasn't emptied yet.

If another one opens up, we could just throw it there temporarily I guess until the intneded one is freed up (48 hours I think).

The minimum debate tim would be 72 hours anyway so I guess the problem will solve itself.

If one of the other Final votes ends sooner, we can use that slot instead also.

Or I can motion for UC, which IIRC, is the exception to the 72 hour minimum debate time.

If it were in a slot you could, but since it is not in a slot it is legally not on the floor. If voted out like this, a court case could ensue over whether or not it was actually passed and shua doesn't want his bill to be so hampered I would guess.

WE got like five final votes open. Once we get a slot to use, we can use UC.

Dear God, relax Yankee.  Let me rephrase, I can motion for UC when I actually have this on the floor.

I think my previous post bout the "The minimum debate tim would be 72 hours anyway so I guess the problem will solve itself" was miscontrued. What I meant was that since we are waiting for a slot and that will resolve itself about the same time as the 72 hours, the problem will resolve itself regardless. Tongue

But yeah, we should use UC once we have a slot anyway, because even the expiration of the 72 hours could be questioned in court as well.

This has been placed in the Forum Affairs/Emergency slot.

I motion for UC.  Senators have 24 hours to object.
