I'm going to say atheists from Mississippi, but I could totally be wrong. Note that atheists aren't the same as people with no religion. Vermont is 1.1% black, but who knows how many atheists there are in Mississippi (its probably less than 2% in any case). I find it interesting that the two are common when reversed (Mississippi is 37% black, Vermont is 25% no religion (probably much smaller for atheists)). Culturally and politically speaking, MS and VT are polar opposites.

Being an atheist in Mississippi is basically being a social outcast, so I vote option 2.
