This is what I introduced in another thread:

Avoiding the collapse of the Mideast Economy Amendment
1) Article VII, section 1 of the Mideast Constitution is hereby repealed.
2) Other sections are renumbered accordingly

This is a repeal of the balanced budget amendment.
I am introducing this because giving our government the flexibility to deal with economic change is imperative to our success as a region. This will not in itself lead to any spending increases or tax decreases, merely more opportunity to use such tools. As it currently stands, this section serves no other purpose but to arbitrarily restrict our options and will cause uncertainty in bad economic times.

Section 1: Eligibility
1. Students in the Mideast Region who would otherwise attend a failing public school may be reimbursed by the regional government for the cost of tuition at a certified charter school within the region up to 75% of the per-pupil cost of public school the student would otherwise attend.
2. A failing public school is defined as a school where fewer than 50% of the students have tested proficient in math or reading in the previous 3 years, or a high school where the graduation rate is below 50% over the previous three years.

Section 2: Certification
1. To qualify as a certified charter school in the Mideast Region, the school must be a private school located within the Mideast Region and apply for charter school certification.
2. The school must meet the coursework standards outlined for public schools in the Mideast Comprehensive Education Act.
3. To retain certification, the charter school must not itself fall below the standards outlined in Section 1 for a failing school.
4. Religious schools will be treated as any other private school for the purposes of this act; however, public funding may not be used for religious instruction.
5. All certified charter schools are subject to the possibility of an audit on all money subsidized by the government.
