In hindsight I'd like to withdraw this bill.  While incidents like Hifly introducing and passing legislation within 24 hours is pretty abusive, I don't believe that this kind of legislative pursuit is the correct course of action.  Rather, and I don't mean to make a cop out here, I think it should be up to the members of the legislature to nominate the right person for the job.

Strike out part 2.  Land taxation should really be it's own standalone bill and I realize that it's a controversial issue for even many of my own partymates to get behind.

The first two parts were just statements, not anything that legitimately dealt with the legality of nudity.  Basically, just redid this to legalize upper body nudity while making clause two clarify respect for places of business, schools, churches, and other institutions.
