Re-label my first part section 1.

2. The statue shall be constructed using up to $3 million from the most recent budget surplus. A 25 cent tax will be levied on all sales of 2Pac albums or singles to make up for the initial expense.

This bill is likely unconstitutional. Government can't tax specific music albums by a certain artist, its completely unethical as well

Actually it doesn't say that anywhere in the constitution. Which clause has yoh thinking this.
