The goal of this amendment is pretty straightforward. When the constitutional clause in question was written, the Mideast had about 20 citizens. Nowadays, however, our population consists of around 45 citizens. Therefore, I think it's reasonable to raise the bar for the number of signatures needed to trigger a public referendum in a very modest way.
Even if this amendment is ratified, it will still be quite easy for a small number of citizens to petition for a referendum; the democratic rights of our citizens will not be curtailed in any way.

I support this legislation, as it just takes into account what our current population has been like. Anything controversial that would warrant a referendum would very likely be able to meet the minimum requirements to get it through. This isn't a really complex change, so I believe we should take a final vote pretty soon.

A fixed percentage is certainly an option to consider. What do you think of making it at least 15% of the citizens? According to the latest update of the Census Bureau that would mean 7 citizens.

I accept the amendment as friendly. Just to be on the safe side, legally speaking, I suggest adding "at least" so that the new clause reads

"[...] and at least 15% of the population [...]".
