I voted Mississippi, because it actually has electrical engineering jobs.  I had an interview at SAIC in Gulfport a year ago, though I didn't get that job.  Mississippi is also home to MFJ Enterprises, which makes amateur radio equipment.

Gulfport has DELICIOUS deep-fried catfish at Aunt Jenny's restaurant.  Of course, anyone with cholesterol issues better keep out.

Of course, I'm biased by the fact that I've spent more time in Mississippi than in Utah.  Utah is beautiful and has the lowest smoking rate of all the states.  (And you know how disgusting I think smoking is.)

Hot and humid - yes
Racist - yes
Caste/class syste - yes
Poor - yes

Though in fairness I'm sure places like Bombay, Delhi, or Bangalore are far more advanced than anything in Mississippi.
