So, this thread will be for discussion on how to allocate the money of the second stimulus.
I remember DemPGH saying something about allocating money for green jobs and in general green development.
Any other ideas?

So, I had that in mind for a starters:

Feel free to add own sections, we have a lot of money to spend.
I think it will again be 15 billions, I guess so at least.

Could we maybe expand drilling for natural gas?

I don't like that idea at all. Right now we need more clean energy, not more fossil fuels.

If I'm allowed to interrupt (at least in the Midwest I could, xD), I should point out that green energy research is much more advanced here than in OTL America, and as a result a good part of the energy we produce and use comes in fact from clean sources. Perhaps you don't wish to go nuclear (as I advocated in an earlier Senate bill), but solar panels can always use more money for research and the Pacific seems like a region suited for the expansion of solar energy as well.

Alright then. I have another idea, could we invest a little cash in encouraging companies to set up in rural areas? A lot of old logging towns like Elk River ID have collapsed into poverty, with the weakening of the timber industry.

You're of course allowed to interrupt, Lumine, whenever you want Smiley
I won't support gas drilling. This is the stimulus, money that in some way should get the Pacific back on its feet. If we can at the same time get our region greener, that's great, and that's what I was trying to do here.
Of course, the main priority is still to get our region working again - that's why I find very good. Maybe you could write a second section, or I could do it as well.
We have a lot of money to spend, so get here some ideas Cheesy

I'd suggest a 5th clause at the end of this one, giving the Pacific Council direct oversight of the BEWC and it's funding. With only broad guidelines to spend such a large amount of money, there should be a check in place to make sure the Board is investing it wisely (and also to limit any risk of corruption).

I also like Devin's idea for rural development grants to bring new industry to revitalize timber country

Also going with the environmental theme perhaps it'd be a good idea to establish some new State/Regional Parks, plus maybe an advertising budget for the Regional Park System at large, so that we can bring more tourism money into rural areas as well

Yeah, that seems like a good idea. I'll add such a clause.

This is a great idea, thanks. I'll write a section for the Stimulus bill on that, or you can do it too, and I'd sponsor it, if you want?
I also have had an idea of building a large solar panel park somewhere in the desert, thus creating new jobs via the construction and creating green energy. What do you think?

I'd say yes, offer a section of the bill. (use some fantasy numbers for now, as we have to clarify how much we'll be receiving)

I had that idea in my mind. Opinions? (I chose Yuma, AZ because it apparently is the sunniest city in the US - other possibilities would have been San Bernadino, Fresno (I don't really believe that one), Las Vegas or Phoenix)
Especially, what's your opinion on the worker-owned part (clause 5)?

So guys, these would be the last sections of the Stimulus, Hagrid proposed the idea to me, and I liked it.

So, that would be 10 billions, so I'm putting everything as it is now into one draft:

I'll give some more detailed commentary after I've read through everything, but regarding Section 4, I think we should specify that the funds are for new facilities/exhibits/exhibitions/etc. As it stands, I think we can probably assume that any current private facilities are self-sufficient and can run on their own, so they don't need any more money to be "maintained." The costs associated with existing public facilities are already accounted for in the municipal budgets, too. Rather than subsidizing existing projects so the cities can spend money on items that may not create jobs, let's construct new facilities that will create jobs and bring in more tourists. Do you know what I mean?

It was passed in April 2014, the Stimuluses are unique for this year given the Pacific's dire situation. I think you'll find the first stimulus on page 3 or 4.

Yeah, I understand. I must have mistaken what you meant in the pm you sent me, I somehow got the impression you wanted to help localities that cannot sustain themselves anymore. But yeah, it's probably better that way, and I'm going to change that phrasing.
