Dick Cheney? Yes, that's probably a good answer.

Broadening my response, because everyone else seems to be:

Living: Hillary Clinton, Dick Cheney, Barack Obama, George W. Bush, Condi Rice, Donald Rumsfeld, Paul Wolfowitz, Alberto Gonzales, John Yoo, Michelle Rhee, Adrian Fenty, Rahm Emanuel, Rudy Giuliani, Eric Holder, Dick Armey, Peter King, Bill Kristol, Lindsey Graham, Joe Lieberman, Dianne Feinstein, David Frum, Bill Clinton, George H.W. Bush, Scott Walker, Rick Snyder, John Kasich, Mitch Daniels, the Koch Brothers, Peggy Noonan, Rick Scott, Jimmy Carter

Dead: Ronald Reagan, Gerald Ford, Richard Nixon, Lyndon Johnson, Joseph McCarthy, Robert Taft, Fred Hartley, Robert Kennedy, J. Edgar Hoover, James Forrestal, Robert McNamara, McGeorge Bundy, Ted Kennedy (I mean, he did kill a woman), Herbert Hoover, Warren Harding, Woodrow Wilson, A. Mitchell Palmer, Theodore Roosevelt, the Rockefeller family (living and dead), Grover Cleveland, Rutherford Hayes, Benjamin Tillman, Theodore Bilbo, Fernando Wood (literally the Ron Paul of the 19th Century, but without any of the few redeeming positions he has), John Calhoun, James Buchanan, Franklin Pierce, John Breckinridge, John Tyler, Jefferson Davis, Alexander Stephens, James Madison (thanks for this lousy Constitution, asshole), John Adams, the Federalist Party, the American/Know-Nothing Party, the Prohibition Party, etc.

If we're talking office-holders, Bobby Jindal and Clarence Thomas. For human beings who are involved in American politics, the Koch brothers and Tim Phillips (AFP President).

Living or dead?  I've got lists for both:

Living
Nancy Pelosi, Harry Reid, Al Franken, Alan Grayson, Ted Cruz, Rahm Emanuel, Bill Clinton, Ray Nagin, Kathleen Blanco, David Duke, Chris McDaniel, William Jefferson, Terry McAuliffe, Howard Dean, Ron Paul, Justin Amash, Newt Gingrich, Rod Blagojevich, Jim Traficant, Jon Corzine, Sarah Palin, Sharron Angle, Rick Santorum, Rick Perry, Jennifer Granholm, Barbara Boxer, Al Gore, John Kerry, Christine O'Donnell, Debbie Wasserman Schulz, John Edwards

Dead
John Calhoun, John Breckenridge, Jefferson Davis, Alexander Stephens, Franklin Pierce, James Buchanan, Andrew Johnson, Preston Brooks, Sam Houston, Andrew Jackson, Mitchell Palmer, J. Edgar Hoover, Joe McCarthy, John Schmitz, Bull Connor, Robert Byrd, Orval Faubus, Lester Maddox, George Mahoney, Ross Barnett, William Fulbright, Al Gore Sr., Albert Watson, Ed Gurney, Eugene Talmadge, Herman Talmadge, Richard Russell, Jesse Helms, John Stennis, Robert Taft, Henry A. Wallace, George McGovern, Hugo Black

Eh? I'd also have a problem with your listiing of George McGovern, among a few others overall given that some are irrelevant and such, but when considering your biases and priorities, you still have a dislike for Robert Taft?

In any case, the worst human being (of importance) in American politics is probably the one occupying the Oval Office or otherwise overseeing things, regardless of party. Something something morality and all that.

Taft was anti-New Deal, anti-labor, and anti-safety net--basically, a reverse Robin Hood.  McGovern was so liberal he wore the term as a badge of honor, even after it became a "dirty word" in the 80s.  He also led the senate committee in the late 70s that encouraged the consumption of trans fats as a "healthier" alternative to saturated fats, thus contributing to America's epidemics of obesity and heart disease.

Al Franken, Howard Dean, Justin Amash, Barbara Boxer

You are a truly bizarre individual. Three of those are fairly bland, noncontroversial Democrats. Has Dean even done anything since 2004?
Al Franken is a dick, and Barbara Boxer is a huge b[inks] but neither of them are remotely horrible people in the tradition of the Atlasian term "HP."
No, because at Atlasian HP simply means a Republican.

A surprising number of people seem to think "worst human being" is equivalent to "I disagree with them a lot"...

Is Kucinich that bad a person, though? He certainly is a pest who gets nothing right, but I'm not sure he stacks up to guys like Edwards and Arpaio.

I would support a constitutional amendment banning all Kennedys from elected office.
