Who would be in charge of extending the sentences at the end of the 21 years?

The courts would be in charge of reviewing each case and extending sentences, I would assume.

Considering this approach does not presently exist in this fashion, then it would be wise to probably insert the process in which it is to be carried out.

Is there any concern for potential abuse/discrimination of some kind occuring whereby certain people get extended and others not for the same crime?
