A separate jurisdiction, Fairfax City (in Virginia cities are separate from counties), interestingly enough, there is a Fairfax County precinct with no votes inside Fairfax City which is where the county government's offices are located.

I've always noticed how conservative St. Clairsville is compared to most of the Appalachian Ohio towns. It's always been much more friendly to the GOP than comparable places in that part of the state, save perhaps Marietta, which is similar.
