What's the maximum percentage you can achieve on a congressional district level in terms of Latino population?

I thought at first that drawing one in Georgia around metro Atlanta (particularly Gwinnett) would yield the best results, but I was wrong. When you take my home county (Whitfield), add it with Hall County (Gainesville) and then incorporate some of the more heavier Latino precincts in Gwinnett and Dekalb, you can get a 33% Latino district (29% VAP):



The metro district isn't far behind, producing a 32% Latino (28% VAP) district:



Smoothing out the boundaries so as to not seem so gerrymandered, you can still get a 30% (26% VAP) Latino district along the same areas as the first map.

I did a rough first attempt which I didn't finish, but did enough to see that for South Carolina you'd end up with a strung out mess with maybe a tad over 10% Latino.

^ What's odd is that Latinos in that district are older (a higher percentage of the VAP than the total population) than whites. Its almost always the other way around.

67.8% Hispanic, 65.7% Hispanic VAP, 77.9% Obama-in-08, 77.6% "Dem Average", 100% total mess.

Worth noting that this district is mutually exclusive with a black-majority district, not because they need the same precincts but because it cuts off the black areas of Jersey City from Newark etc.  And, yes, the Hudson waterfront is avoided so as to ensure that JC/Bayone doesn't get cut off.

The result in IL is similar to the actual IL-4. A major difference is that the bridge between the north and south parts isolates the west-side black population. That means there would be only two majority-black CDs, since the remainder only covers about half a CD at 65% BVAP (unless one reaches around from the west to pick up some of the south-side).

This CD is 78.9% Latino with a 74.7% HVAP.

how about this strategy - draw the most hispanic district BUT it has to have 296,000 McCain+Obama voters in 2008 (average # of voters in a district).
