Tyrion's amendment achieves a good balance, and I would support this.

I've been reading a bit around the Internet that hiring halls can be a useful tool for management to find quality, skilled blue collar labor (welders, etc.). Obviously, that sort of arrangement would need to be mutual agreeable, so I think we've got it with this.
