McCain, since he would've had to deal with a heavily Democratic Congress (which would probably be even more heavily Democratic after 2010).

Wouldn't Hillary have been better off running in 2012 against an incumbent McCain instead of 2016 against an incumbent Romney? If McCain won, she could even wait until 2016 to run for the open seat.

Actually, wasn't there a blueprint for a "Romney transition site" (lol) that came out after he lost, and on it was plans to dismantle the ACA through the executive branch?
