Scott seems to enjoy election losing campaigns in support of unpopular policies.

Two different lawsuits.  The first one was for recognizing same -sex marriages performed out off state.

Judge knows there's a very high probability of an appeal and the safer course is to let the case wind through the appellate courts rather than to briefly enable SSM only to potentially cause a problem if its stayed later or if they are reversed.

In Western and Eastern Kentucky enough so that if candidates ran propagating pro choice and pro SSM views it would give enough reason to hand the State House to the GOP, and this may actually happen.
