Not when they're specifically designated as a terrorist organization...
By whom? I mean, if the FBI thinks the SC movement is a terrorist organization and you take their word for it, then you should also designate Martin Luther King as a terrorist. The same logic applies.

Aside from the fact that I think the FBI is probably too promiscuous with their labels (I mean, come on, Food Not Bombs?) from what I can tell there is no actual organization called "Sovereign Citizens" and what the FBI has said is that they are concerned about extremists in the movement.
Just because a movement lacks a hierarchy doesn't mean it can't be classified as a movement. If the Governor of Maine is conversing with people who apparently sympathize with that movement, then it's no better than Barack Obama having a meeting with members of the Black Panther Party.
