Can we not extend the term "terrorist" to anybody who is associated with something that makes the FBI uncomfortable?

Not when they're specifically designated as a terrorist organization...

Aside from the fact that I think the FBI is probably too promiscuous with their labels (I mean, come on, Food Not Bombs?) from what I can tell there is no actual organization called "Sovereign Citizens" and what the FBI has said is that they are concerned about extremists in the movement.
