Most of these countries are mild FCs.  Uruguay clearly has the best politics and social attitudes.  Colombia is the one I would choose to visit if I could visit one country.

Why would you go to Colombia? I might go there for Christmas.

1)  It's famous for coffee.
2)  As one of the Andean nations, the varied elevation makes for good scenery and makes it easy to escape lowland heat.
3)  I've heard Bogota is a great city.
4)  Colombia is now considered a safe a good place to visit, but many people don't know that.  People still think of it as a dangerous place with a major drug problem, so maybe it's not too crowded with tourists.
