I'm guessing that yes, it did.

That's what this article says : the GOP's dominance in West Virginia started in 2000 with Al Gore, when West Virginia voters became more concerned about the Democrats' environmental policies imposing regulations on coal production, which is a large source of jobs in the state.

Yes, and this pattern wasn't limited to just Appalachians or coal miners. Mining communities of all forms all over the nation viewed Gore as a threat. See the 96-00 swings in Mineral County, MT; Greenlee County, AZ; and the Missouri Lead Belt for good examples.

No, the reason Gore lost WV was because he didn't pick Nick Rahall as his running mate.
