There are 6 (7) states with less than 1,000,000 citizens, and 9 (10) cities with more than 1,000,000 citizens.

I'm going to have to say the governor of a state with less than a million citizens is more capable than a mayor.

Probably the Governor, since the mayor may not even be anything more than symbolic if the city is run under a council-manager system and thus not be a true true executive....

No. Actually I'd say 99% of people (including several people who were actually elected to that job) are not suited to be President.

I'd go with the Governor, as Kushakontas said, mayors' responsibilities vary widely, whereas Governors have basically the same responsibilities between the different states.

I chose Governor pretty easily, since I think the position is probably generally a lot closer to the job of President, especially in regards to dealing with a legislature.

On the other hand, if the poll option was between say Mayor of New York City and Governor of Wyoming...hmm...
