Well, it's a joke....sort of.

Say you hold a door open for somebody and they don't say thank you, an asshole holding the door may respond with a rather loud, sarcastic and obnoxious, "you're welcome".  Except in this case there is an added layer, according to the point of the joke, that our "favor" is just messing sh**t up.  AND we've got the "if all you got a hammer, everything looks like nails (even bolts and screws)" on top of all that.

...but the "you're welcome" part is just a sarcastic comment an asshole would make after "helping" somebody that didn't ask for the help.

I just dont say it.  Somebody says "Go get X", they are thankful I got the thing.  I did not want to, so I have no obligation to say that they are welcome to ask me to do so again.
