There isn't a limit on when someone can edit their ballot?  Well, our region certainly has some interesting election laws between this and the tie-breaker rules

With ballot editing, the overall time limit on the voting booth still apply, of course, but we do have a much looser set of rules than federally.

As far as the tie-breaking situation goes, that's a federal law, not a regional one.
