The debate timing rules for the budget are different from those for ordinary legislation.  Debate time on the budget shall be unlimited.  Debate shall be deemed over when a motion for cloture has been passed by a majority of all voting representatives.

Though he is not required to do so, I encourage Governor Talleyrand to speak on behalf of his budget and explain his budget priorities.

The floor is open for debate.

Continually running a surplus could be potentially problematic in the future. Is there anything that we can bump up the funding for here?

This Speaker is currently just the last budget passed by the Assembly, and is here as a baseline so we can amend it to account for bills passed since it was implemented and find other places to pump money into.

We will need to increase spending in public safety by $2 billion to account for this bill. Other than that, we'd probably need to introduce some more bills to chip into it a bit more. A broader anti-homelessness initiative than the one we currently have, perhaps?

I'll work on something.

(That'll depend on whether or not I was re-elected)

The money was appropriated from the previous surplus, no?

I understand that these cameras are expensive and $2b might not be enough to outfit a sufficient amount of police officers with these cameras, but I don't think we'd need to spend that much each trimester to outfit them.

I agree that the surplus (coupled with the Rainy Day Fund) is almost tantamount to tucking money under one's mattress, but we already have a pretty comprehensive anti-homelessness statute. Perhaps explore the idea of a one-time "basic income grant" for those under $50K?

Also, why is this so:

In my last budget we abolished taxation for the aforementioned income bracket, and we left the Disaster Relief Fund at a discretionary basis per my amendment.

Before you guys to anything, you should run this by the GM for a revenue update. The amount of tax revenue coming in has probably increased due to economic growth.

Ok.

1. We'll need to change the budget to account for the income tax change Dallasfan pointed out in this thread. I thought I had changed it when Deus pointed out the same thing in the legislation introduction thread, but apparently I missed it. Tongue

2. Do you guys think $1 billion this trimester would be sufficient for the time being to fund the "Check on Power" act?

Thank you Napoleon for the revenue figures.

In addition to some additional spending on the "Check on Power" act and homelessness (which would be supplemented by a grant from the federal government), why not include a small tax rebate?

I say we cut the lowest-bracket income tax from 0,13% to 0,10%. I'd do a lot of good, and we'd still have a surplus. It's something, don't you think? We could do more of this, but I'd like to put this first before we do anything else ^^

Yep. Those low income folks aren't being unduly burdened in this particular region and overall, taxation is fairly low. We should definitely look towards rises in transport as we've said and I have a bill toward the homeless coming.

We need to sort out a few things first though.

1. How much is the new Homelessness bill going to cost us?

2. Are we all okay with $1 billion for the Check on Power Act?

The purchasing of taxpayer funded sports stadiums stipulated by the End Sports Stadium Corporate Welfare act will probably cost us a significant amount of money. I've asked GM Napoleon for a cost estimate.

It'll be worth the future protection of taxpayer's money Smiley Besides, let's hope we can get good bucks from the auctions.

The SOIA has promised me he'll have the numbers on my bill by tomorrow. If not, we can all storm his office and attempt to depose him Tongue

Well, those weren't my exact words, but I suppose that's the gist of it. Tongue
