The Governor of Wyoming will still have more executive power than the Mayor of New York City, and seeing as Wyoming doesn't have several of the problems NYC has, I'd argue Wyoming. The governors of Wyoming also tend to be less controversial and arrogant than the Mayors of NYC (certainly the last three: Rudy, Bloomberg, DiBlasio).
