The Governor, as the Governor has had more executive power, and while Wyoming is the least populous state, a state is a state, and running a state has different responibilities than running a city, although the Mayor of NYC does have a lot of responsibilities.
This being said, the Governor of Wyoming does administer an entire state, not a subsection thereof like the Mayor of NYC does.
