In 1999, Bill Clinton is impeached due the Lewinsy-Scandal and Vice President Al Gore steps into the presidency. In 2000, he runs against George W. Bush for reelection as president in his own right. May he win the election as incumbent?

If he could get a notable piece of legislation, maybe a Minimum Wage increase, something; he could then run on it, and do better.

Gore probably wins. It's a lot harder to run against an incumbent President than a sitting VP. Gore would use the power of the office to make a name for himself (probably on HMO or campaign finance reform) before running. It's possible the Republican field is thinner than OTL (maybe Bush waits until '04). Either way, Gore wins.
