Well, this is the second part of my plan to reform the war powers of the constitution, and it's fairly simple. While we discussed my failed proposal for Iraq there were significant doubts about whether the War Powers Resolution of 1973 was still valid legislation. It seems it hasn't been invoked or mentioned through the history of Atlasia (or at least the wiki implies that), but we have to assume it is still legal.

While we will need to be careful with the constitutional amendment and we will probably need a new war powers act in order to fix remaining details, I believe we should get rid for the War Powers Resolution if we want to make progress on the area. And there are many reasons for this; first because the bill is most likely unconstitutional and breaches the separation of powers (and the Supreme Court has refused to review it given the complications involved), and has been pointed as such from all administrations from Carter/Reagan to Bush II. Second because it can easily be ignored and it has been hard to enforce (hence why Clinton was so free to bomb several places through his Presidency) and third because its continued existence will force complications if my amendment to the Constitution passes, hence why I included a provision to wait until the regions have ratified the amendment just in case anyone is concerned we don't have an actual mechanism for a certain period of time.

Indeed, hence why this only goes into effect if the amendment is passed by the regions. I certainly wouldn't want to make things worse when it comes to the major problems we face here due to constitutional ambiguity.

Precisely, I figured it was not a good idea to keep it as it would only make things more confused and complicated.

I think it's necessary to clear up this issue of war powers since the Constitution and the repository of statutes are vague on the matter.
