I should add, by the way, that unless the government is willing to go and use force on Russia, doing this would be of zero relevance.  If something an individual or government has done isn't severe enough to warrant the use of force, then toothless ideas like this are, well, just that... toothless.

The US has only once used force on a country on the list, and that was the Iraq War. I suppose there was Libya but the civil war there was after it was removed from the list.
