Emphatic yes... And we should at least consider the idea of forcing regime change as well, as the only Russian leaders that have been worse than Putin are Stalin, Lenin and Khrushchev.

Did you know that Anna forced two of her jesters to undergo an 'ice wedding' that almost killed them both, and that Nicholas I would pass death sentences that he never intended to carry out and then commute them to internal exile at the last minute as a form of psychological torture? In what ways were these people better than Putin? In what ways was Khrushchev worse than Putin or than them? In what ways was he worse than Brezhnev, even?
