I feel that Michelle Nunn is more likely to win, as there is a strong Libertarian in the Governor's race which could make the race a runoff, which Deal is likely to win. Nunn seems to be polling well, she's ahead of both Perdue and Kingston as of the last couple of polls, where Carter has only led in one.

When this poll was made a while ago, I said Nunn, but potentially Carter if Deal's ethics problems got worse.

So Carter.

I'm still going with Nunn. Carter doesn't have the same benefit Nunn has of two Republicans destroying each other for not being right-wing enough with negative ads for the past 2 1/2 months. Not only has Nunn just been barely under 50% while Carter is closer to 40%, but Nunn either way will face an ultra-conservative who you could both argue are outsiders and like Broun and Gingrey, are prone to gaffes, just not as much.

Since I expect both races to go to a runoff, I'd say Carter has a better chance of winning a runoff given that his opponent's more toxic and it'd be easier for a Democrat to be elected governor than senator.
