Tough one.  The only one I ruled out off the bat was Nevada.

I voted for Illinois, just because Chicagoland dominates the state population so much and rural areas are generally more conservative.  But I can see the case for Colorado (lacks the white Catholic-ethnic social conservatism and racial backlash further east, has Boulder etc.) and Minnesota (less "eastern" in that respect too and the Twin Cities are known for being quite progressive) as well.
