I would've said "all" if it wasn't for the Amish and a few other very insular groups. But exclude them and all churches evangelize. They all have outreach programs and seek converts, though often in different ways. But evangelism doesn't have to mean standing on a street corner handing out pamphlets or holding up a sign and screaming about how the end is near.

So basically should virtually all churches be considered evangelical on this ground?

There's a difference between evangelical and Evangelical. Almost all churches are the former but most are not the latter. I suspect you might be playing semantic games with that distinction to make a point with which I'd probably disagree, so I voted no even though the answer is technically yes.
