Dems: benefit by having a large safe Democratic state on the Presidential level, however less electoral votes overall...

GOP: benefits by this state having less senators...

Virginia has voted Democratic for President for the last 2 elections, and has 2 Democratic Senators, so it would hurt the Democrats, although they could expect to do a little better in the House with it.
In 2000, Gore would have won the Presidency and Democrats would have gained the Senate, so it certainly would have helped the Democrats then.

Obviously the Democrats. Here's why..

2012 President:

Obama: 3,916,734 (57.1%)
Romney: 2,815,772 (41.1%)

It would probably have 22 electoral votes, instead of the 26 it has right now when combined together. But its as safe as Illinois.

Republicans, obviously.

Virginia is going to become a reliably Democratic state in the near future anyway.

I'd say losing two Senate seats and six electoral votes  would be bad news for the Democrats

In this scenario, Democrats would have won the Electoral College in 2000 (and come within 7 EV of victory in 2004). Historically, VA was a solidly republican state, but that republican edge would be easily overcome by the commanding dem margins of MD and DC. That said, since VA is trending democrat, if this were implemented in the future it would hurt democrats more than it helps them, due to EV loss.

Why is everyone saying Republicans? Maryland and DC are solid D. Yes, they would lose two senate seats, but that would be the whole senate, not just Democrats. But Maryland and DC would influence the whole thing making Colmarnia (sure let's go with that) a blue state at the moment, just as NoVa influences Virginia to start tilting left in general now.

The general thinking is VA will become a pretty solid Democratic state in the not too distant future.
