Less the state and more the local authorities. Most of the money goes to the cities and counties in which they were collected; the worry is that this will encourage overzealous policing to pad city budgets.

That wasn't really necessary for the law; the reason I included it was that I saw a study showing lower recidivism rates for sentences including both fines and incarceration, as opposed to either one alone.

It sounds a bit excessive to me, but I'd still be willing to sign it if you wish to put it up for a vote, since it doesn't seem anyone else has any objections.

Well, I never thought that the potential perverse incentive problem was much of a problem anyway and am fine moving the bill as is to a final vote.

In spite of the study, I'm still not exactly pleased with clause 3. Nevertheless, with the approval of 4 regional legislators and no ability for re-draft, I will sign the bill as a step in the right direction for our region. I appreciate making fines more fair in this manner, and I hope we do more to make our justice system more fair to the little man. Everyone who commits a crime should be punished equally for the same crime, no matter how wealthy they are. This proportional punishment does just that.
