Do they need majority on both regions or just an accumulated majority, or what?

Both referendums would have needed >50% to pass and it passed in the MW just narrowly 3-2 with 4 abstaining, but failed in the Pacific 6-8. Since it failed in one of the regions though, there won't be a merge. Smiley
