"We" represents the whole of America (in this case, the government), not just his administration. For example, "we enslaved some folks" doesn't mean that he personally ever owned slaves, just that slavery did happen in the United States.

Yes, but slavery was an official public policy carried out in broad daylight, whereas the CIA's use of torture is essentially a government conspiracy to break the law. Nobody should be associated to the guilt except the perpetrators and those who gave them orders.

I'll admit that Obama has disappointed me quite a lot on civil liberties. Still, that more or less the only qualm I have with him, and nobody's perfect.
