The short answer is we don't, and because we don't I reckon that anything "passed" in them would not actually be passed.

We only actually have 3 slots for non budget bills.

Just to be sure, rpryor, the SOAP on the wiki is up to date, so you can check that whenever Smiley

While I agree with the sentiment and intent of this bill, I view this bill as violating the liberties of the business owner in pursuit of their desire to make greater profit for their company. Both Irsay and Al Davis moved their teams in a dishonorable fashion but it's within their right to do so wether or not you like their decision. What about the Green Bay Packer model for teams like the Buffalo Bills? While we're at it how about giving back the Nets to New Jersey? This is a tricky subject for local cultural reasons.
