Communications between the President of the United States and the General Military Command have been cut off, and America is under attack.

Would the commanding General be able to take control of the situation and begin issuing orders that would normally have to be issued by the President?

Please discuss.

How bad of a communications break? Like EMP or nationwide blackout of the power grid and satellites?

Hmm... Is guess they'd go to NATO Command, unless if it's an EMP, otherwise I guess everyone would go to their highest officer. I do think that the US Mulitary does have protocols for this, but to put it in a simple sense, poop hits the fan.
