If I'm reading this right, if this were law during WWII, we'd have been required to conduct relief operations in Hiroshima and Nagasaki, since those were man-made disasters.

Wouldn't make a difference, actually.  With an abstain, you need five for a majority; without one, you need six.  We'd still need one more nay.

If Gabu changes his vote to Nay from abstain, the worst case is 5-5-0, which can then pass if Alcon breaks the tie in favour of Aye.
