Not sure, but it looks like the federal bill is dead, and obviously we don't want to nationalize our regional energy companies in leu of that. Maybe wait until the federal bill is finally declared dead to ensure there is no vote changing? I don't know how long you have before you need to take action.

I agree that making it contingent on the federal bill passing is better. Who really knows what will happen with that!
