Two Republican candidates from New England, both slight underdogs. Who is more likely to win in November?

Foley is not an underdog, and LePage is more than a slight underdog. I'd give Foley around a 60% chance of winning and LePage around a 30% chance of winning.

Foley has even or very slightly below odds of winning. LePage's odds of winning are sadly not more than moderately below even, but they don't rise to even either, and if Cutler didn't feel the need to muck up the picture again then beating him would be like sandblasting a soup cracker.
