My guess is that since most Republicans are uncomfortable and downright hostile to blacks at times, is that they need to show that they are true believers.

The only recent moderate black Republicans I can think of are Michael Steele, Gary Franks (US Rep from CT in the '80s/'90s) and perhaps Rod Paige (GWB's education secretary).

There were also those two Secretaries of State.

I keep forgetting that Colin Powell is/was a Republican.
